New proposal

Create a proposal record. It will appear on the Kanban board and Proposal register; drag to change phase. The intelligence layer captures each event.

What happens next
  1. The proposal lands in the Planning column of the Kanban board.
  2. Drag it across columns to advance it through the 10 phases (Planning → Submitted).
  3. The intelligence layer records an artifact + signal on create, and a velocity signal per phase move.
  4. Open the proposal to draft sections, run compliance, and kick off review cycles.
Stored locally in your browser. Backend persistence ships with the Postgres migration.
